Heard the learned counsel for the applicant and perused the record.
There is no positive direction in favour of the applicant. The matter pertains to 1978 and the applicant has approached this Court in 2006. The petition is highly barred by laches.
In view thereof, contempt petition is consigned to record with liberty to the applicant to pursue the matter before the competent authority in accordance with Rules.
