JUDGMENT / ORDER

The writ petition has been filed for issuance of a Writ of Mandamus, directing the respondents to grant necessary permission to conduct the SAMATHUVA PONGAL FESTIVAL at Government Law College, Madurai on 12.01.2017 at 10.00 to 12.00 noon on the basis of my representation dated 09.01.2017.
2.Mr.K.P.Krishna Doss, learned Government Advocate, takes notice for the respondents. By consent, the writ petition itself is taken up for final disposal.
3.Heard the learned Senior Counsel appearing for the petitioner and the learned Government Advocate appearing for the respondents.
4. The learned Senior counsel appearing for the petitioner would submit that in previous occasions SAMATHUVA PONGAL FESTIVAL was conducted by the students in the campus of their college in a peaceful manner and this year also, they are decided to celebrate the festival and a representation was given to the Principal, but, however, the same was not considered by the 2nd respondent so far and hence, the petitioner is before this Court with this writ petition. The learned Senior counsel appearing for the petitioner would further submit that as the aforesaid festival is celebrated in a peaceful manner by the students, there will be no untoward incident on account of this celebration.
5.The learned Government Advocate appearing for the respondents, on instructions, would submit that during the festival, some untoward incidents had happened in the earlier occasions. Hence, he prays for dismissal of this petition.
6. Perusal of the records shows that the representation has been made by the students of Law College to celebrate the Pongal Festival within the campus of their College. The college campus is under the control of the second respondent and he is the competent authority to consider and pass orders on their representation. Hence, the second respondent is directed to consider the representation of the students dated 09.01.2017, and pass orders upon the prevailing situation on or before 12.01.2017 and if necessary the second respondent may approach the jurisdictional police for maintain law and order.
7.With the above direction, this Writ Petition is disposed of. No Costs.
