The petitioner was appointed as a HSA (Malayalam) with effect from 5.6.2000 onwards in a regular vacancy at Iqbal Higher Secondary School, Ajanur, an aided school. The short question arises in the writ petition as to the sanctioning of the post Higher School Assistant (Malayalam). According to the petitioner, her appointment was prior to Ext.P1 Government Order dated 15.7.2000. Her appointment has to be governed by sanctioning the post based on pupil strength. Government Order dated 15.7.2000 gave rise to some confusion. Ultimately the Government clarified it by Ext.P2 order stating that this will be given effect to with effect from 2002-03 onwards.
