Learned counsel for the petitioner has placed heavy reliance upon a decision of the Apex Court in case of State of U.P. And Others Vs. Arun Kumar Singh, reported in 1995 Supp (4), SCC 241, where the Bench of the Supreme Court consisting of 2 Hon'ble Judges unequivocally held that the District Rural Development Agency is not an "industry".
None is present for the respondents side. The Court would have not adjourned the matter of 1994 simplicitor. However the Court is inclined to adjourn the matter so as to enable learned advocate for the respondents to take an opportunity of making appropriate submissions, it is adjourned to 8/8/2012.
