There is absolutely no reason disclosed in the writ petition to explain the laches in delayed coming to this Court challenging an order dated 25th July, 2017. In such circumstances, this writ petition is not liable to be entertained.
Dismissal of this writ petition, however, shall not preclude the petitioner from approaching the S.S.P. Jhansi, who shall look into his grievance with regard to correct fixation of penal rent in terms of applicable government order.
Subject to the above observations, this writ petition is consigned to records.
