JUDGMENT / ORDER

Rejoinder affidavit filed today is taken on record.
In view of the averments made in the counter affidavit, the Court is of the view that let the District Magistrate, Etawah and the State Government be made party.
The petitioner is permitted to implead State of U.P. and District Magistrate, Etawah as respondent nos. 3 and 4.
Sri Pankaj Rai, learned Additional Chief Standing Counsel has accepted notice on behalf of respondent nos. 3 and 4. He prays for and is granted three weeks time to file counter affidavit.
