Heard learned counsel for the petitioner and Sri I.H. Farooqui, learned counsel for the respondents.

Two weeks time is allowed to file counter affidavit and a week's time is allowed to file rejoinder affidavit.

List on 20.10.2010. On the next date of listing, the respondents shall also produce record before this Court.

In the meantime, the respondents shall consider the petitioner's case in terms of the Government order dated 7.1.2004, referred to in the paragraph-12 of the writ petition, contained in Annexure No.9 to the writ petition.
