JUDGMENT / ORDER

Heard learned counsel for the applicant.
Submission of learned counsel for the applicant is that applicant approached this Court by means of Writ Petition No. 5488 (S/S) of 2013 (Vijai Vikram Singh Vs. State of U.P. and others), seeking a direction for commanding the opposite parties to grant him promotional avenues after completion of 14, 19 and 24 years of services as contemplated in Government Orders dated 02.12.2000 & 04.05.2010. The said writ petition was disposed of by means of order dated 18.09.2013 with liberty to the applicant/petitioner to make representation, annexing therewith the Government Orders and raising his grievances before the Secretary (Culture Affairs Department), Government of U.P., Lucknow (opposite party no. 2 to the writ petition) who will pass appropriate orders within two months from the date of presentation of a certified copy of order along with representation.
Further submission of learned counsel for the applicant is that copy of order along with representation was sent to opposite parties on 24.09.2013 through registered post followed by reminder on 13.03.2014 and 16.06.2014. As time prescribed by the writ Court has already expired and nothing has been done by the opposite parties, therefore, the applicant is constrained to approach this Court by means of present Contempt Petition for initiating proceedings against the opposite party under the provisions of Contempt of Court Act for willful disobedience of order dated 18.09.2013 of the writ Court.
On due consideration, prima facie, a case of willful disobedience of the order of writ Court is made out.
Let notice be issued to opposite party no. 1 to appear before this Court on 11.08.2014 to show cause as to why proceedings be not initiated against him under the provisions of Contempt of Court Act for willful disobedience of order of the writ Court dated 18.09.2013 passed in Writ Petition No. 5487 (S/S) of 2013 (Har Nath Singh Vs. State of U.P. and others).
It is provided that if order of the writ Court is complied with and compliance report is filed, the opposite party no. 1 need not appear before this Court on the date fixed.
Let copy of contempt petition be given to learned Standing Counsel, who will transmit the same to opposite party no. 1 along with order of this Court passed today for compliance.
