On the facts, submission as made and the grounds so taken in the memo of writ petition, we are of the view that counter affidavit is required to be filed by the respondents.

Learned Chief Standing Counsel has accepted notice on behalf of respondent no. 1. Issue notice to respondents 2 to 5. Steps will be taken within ten days.

Counter affidavit may be filed by the next date.

As an interim measure. it is provided that till the next date of listing no amount will be deducted from the salary of the petitioner.
