Heard learned counsel for the petitioner and learned Standing Counsel for the State.
Against the contractual matter, this Court is not interfering. It is to be noted that there was a contractual obligation between the petitioner and the respondents, which cannot be invoked in the writ proceeding. If there is any grievance of the petitioner, the petitioner may approach the authority concerned by filing a case for breach of contract.
The writ petition is not maintainable.
So far black listing of the petitioner is concerned, the same cannot be done without affording an opportunity to the petitioner as such no black listing will be done without affording an opportunity to the petitioner.
With the aforesaid observation, the writ petition is finally
disposed of.
