JUDGMENT / ORDER

The contention of the petitioner is that pursuant to the tender notification issued by the first respondent Panchayat he submitted his quotation in relation to the construction of a computer room for the first respondent. Thereupon, work was allotted in favour of the petitioner and after executing an agreement the petitioner commenced and completed the work. According to the petitioner, after completion of the work he submitted a bill for an amount of Rs.50,000/- on 25.3.2013. Despite the submission of such a bill no steps have been taken by the respondent for disbursing the amount payable to him. It is in the said circumstances that raising the grievance regarding the non disbursement of the bill amount that this writ petition has been filed. Earlier, feeling aggrieved by the delay in the matter of consideration the petitioner submitted Ext.P3 representation carrying a request for initiation of steps for an early disbursement of the amount. On 25.2.2014 this Court admitted this writ petition and issued notice to the respondent by speed post and consequently, the respondent entered appearance. W.P.(C) No. 12859 of 2014 2
2. I have heard the learned counsel appearing for the petitioner and also for the respondent.

As noticed hereinbefore, the claim of the petitioner is that he was allotted the work of construction of a computer room by the respondent Panchayat and after completing with the tender formalities he constructed the computer room. It is the further contention of the petitioner that he presented the bill for payment on 25.3.2013 and in view of the failure on the part of the respondent to effect the payment he submitted Ext.P3 representation carrying the request for taking steps for an early disbursement of the amount. Taking into account the fact that Ext.P3 representation is pending before the respondent this writ petition is disposed of with a direction to the secretary of the respondent Panchayat to take steps for disbursement of the amount payable to the petitioner in case the petitioner has completed the work pursuant to the allotment of the work in question, as claimed, expeditiously and at any rate within a period of six weeks from the date of production of a copy of this judgment.
