JUDGMENT / ORDER

The petitioner has come up with this Writ Petition seeking to quash the the impugned order of the 2nd respondent and for a further direction to the respondents to grant permission to conduct Light Music Show on 05.03.2017 and Stage Play (Drama) on 06.03.2017 at Mettu Street, Kalambur, Polur Taluk, Thiruvannamalai District, by considering his representation dated 10.02.2017.
2. Heard the learned counsel appearing for the petitioner and the learned Additional Public Prosecutor appearing for the respondents.

Learned counsel for the petitioner submitted that the Villagers of the petitioner's Village decided to conduct 'Kaalai Vidum Vizha' on 04.03.2017 at 11.30 a.m., followed by Light Music on 05.03.2017 between 7.00 am and 9.30 pm and a Stage Play (Puranic Plays) on 06.03.2017 and made a representation to the 1st respondent/District Collector, Thiruvannamalai District on 10.02.2017 in that regard. He pleaded permission of this Court to conduct Light Music and Stage Play, as scheduled and assured that there will not be obscenity of any kind.
4. Learned Additional Public Prosecutor appearing for the respondents, on instructions, submitted that the permission sought by the petitioner may be granted with stringent conditions for maintaining law and order and also to avoid any untoward incident during performance of such programmes.

Having considered the facts and circumstances and the submissions made by the learned counsel for the petitioner and the learned Additional Public Pleader appearing for the respondents, this Court is of the view that necessary permission shall be granted to the petitioner and his villagers to conduct 'Light Music Show' on 05.03.2017 and 'Stage Play (Drama)' on 06.03.2017 at Mettu Street, Kalambur, Polur Taluk, Thiruvannamalai District between 6.00 p.m. and 10.30 p.m., however, with the following conditions:
(a) The 'Light Music Show' on 05.03.2017 and 'Stage Play (Puranic Drama)' on 06.03.2017 shall be conducted at Mettu Street, Kalambur, Polur Taluk, Thiruvannamalai District.
(b) There shall not be any kind of obscene dance or vulgar dialogues during the performance, by anyone of the participants;
(c) Double meaning songs shall not be played so as to spoil the minds of students and youths.
(d) No dance or songs, touching upon any political party or religion or community or caste be played.
(e) No flex boards in support of any political party or communal leader be erected.
(f) The function should not affect either religious or communal harmony and shall be conducted without any discrimination based on caste.
(g) If there is any violation of any one of the conditions imposed, the police officer concerned is at liberty to take necessary action, as per law and stop such performance; and
(h) Similarly, the police is entitled to stop the dance programme, if it exceeds beyond the permitted time.
(i) The 2nd respondent is directed to issue necessary permission, incorporating the above conditions."
Accordingly, the Writ Petition is disposed of. No costs. Consequently, connected W.M.P.No.5690 of 2017 is closed.
