Notice on behalf of respondent no. 1, and 2 has been accepted by the learned Standing counsel. Notice on behalf of Respondent No. 3 has been accepted by Sri V.K. Chandel, Advocate.
Issue notice to respondents no. 4 to 7 by speed post fixing 20th July, 2010 as the date. Step may be taken within a week.
All the respondents may file counter affidavit by the next date fixed. List on the date fixed.
In addition thereto the respondent no. 1 shall file his personal affidavit categorically stating as to how a person, who himself is not eligible to be appointed as principal of a degree college, can be appointed as a member of Higher Education Service Commission and as to what material was available with the State Government on the basis whereof it has been found that the respondents no. 4 to 7 were eminent persons having made valuable contribution to education. It is understood that in case the affidavit is not filed by respondent no. 1 as indicated above, he shall appear before the appropriate bench with all relevant records pertaining to the appointment of respondents no. 4 to 7.
