JUDGMENT / ORDER

IN THE HIGH COURT OF JUDICATURE AT HYDERABAD FOR THE STATE OF TELANGANA & THE STATE OF ANDHRA PRADESH (Special Original Jurisdiction) FRIDAY, THE TWENTY SIXTH DAY OF DECEMBER TWO THOUSAND AND FOURTEEN PRESENT THE HON'BLE SRI JUSTICE VILAS V. AFZULPURKAR WRIT PETITION No.38162 of 2014 BETWEEN Ushodaya Educational & Welfare Society and another.
... PETITIONERS AND The National Council for Teacher Education and another.
...RESPONDENTS Counsel for the Petitioners: MR. ASHOK REDDY KANATHALA Counsel for the Respondents: MR. K. RAMAKANTH REDDY The Court made the following:
ORDER:
Heard learned counsel for the petitioner and Mr. K. Ramakanth Reddy, learned standing counsel for the respondents.
2. Petitioner institution questions the order of the second respondent dated 27.06.2012 rejecting the petitioner’s request for approval of D.El.Ed course. Petitioner had questioned the said order, in appeal before the first respondent, which was confirmed by the first respondent by its order dated 11.12.2012.
3. Petitioner has preferred the present writ petition challenging both the said orders after more than two years. Since the permission applied for by the petitioner was on 30.09.2011, in the first instance, after lapse of four years, in my view, the orders of respondents 1 and 2 cannot be reconsidered in view of substantial lapse of time during the last four years. Hence, I am not inclined to entertain the writ petition.
4. So far as challenge to the aforesaid orders is concerned, however, as and when new notification is issued by the respondents, the petitioner is at liberty to apply afresh and seek consideration of its request for approval from the second respondent. If such an application is made by the petitioner, the second respondent shall consider the same on the basis of extant rules in accordance with law and pass appropriate orders.
With the liberty aforesaid, the writ petition is disposed of.
As a sequel, the miscellaneous applications, if any, shall stand closed. There shall be no order as to costs.
