The petitioner intended to start Vocational Institution and he applied to the respondents seeking approval. The said application has been returned by the second respondent on 03.10.2016 stating that there is no provision to provide affiliation to autonomous bodies under the Centrally Sponsored Scheme of Vocationalisation of Secondary and Higher Secondary Education. A reply was sent by the petitioner on 20.10.2016 to the respondents 4 and 6. The second respondent, by his communication dated 26.10.2016, again reiterated that there is no provision to provide affiliation to autonomous bodies in vocational education with Ministry of Human Resource Development, Department of School Education and Literacy, Government of India. Therefore, the petitioner has come before this Court seeking Writ of Mandamus directing the respondents to grant approval to the petitioner to run a Vocational Training Institute in the name of Bharat Council of Vocational and Research Training.
2. The learned counsel appearing for the petitioner would submit that the petitioner intends to run Vocational Training Institute and he does not want to run the Institute as autonomous Institute.
3. In view of the submission made by the learned counsel appearing for the petitioner, it is open to the petitioner to apply to the respondents to start a Vocational Training Institute, without claiming it as autonomous Institute and on receipt of such application, the second respondent shall pass appropriate orders, within a period of 12 weeks from the date of receipt of a copy of this order.
4. With the above direction, the writ petition is disposed of. No order as to costs.
