Learned AGP has received advance copy. Let there be a notice for final disposal returnable on 09.04.2012. In the meantime and till the returnable date, it is expected of respondents concerned to file affidavit-in-reply for explaining as to why the provisions of Section 15 of the Registration of Births and Deaths Act, 1969 couple with Government Resolution issued, is not taking into consideration for examining the prayer and application for change in name. In case, if such affidavit is not filed, the court will be constrained to allow this petition. It will be open to respondents, in the meantime, to exercise powers on their own to accord based upon the application. Direct service permitted.
