The petitioner seeks for temporary permit on the contention that the regular permit application is pending. Admittedly a regular permit application is filed only on 11.11.2014. The RTA definitely, would take some time to process the application, after getting a report from the field officer; before such consideration is made. In such circumstance, the Secretary cannot preempt the RTA by granting a temporary permit at this stage. The writ petition is dismissed leaving liberty to the petitioner to file fresh application after a reasonable time. Sd/-
