The petitioner filed the writ petition for issuance of a Writ of Certiorari to call for the entire records relating to the impugned order passed by the second respondent in his proceedings Na.Ka.No.1498/2003 PDS-2, dated 20.07.2004 and quash the same.

The learned Special Government Pleader appearing for the respondents would submit that in view of the interim order granted by this court on 04.08.2004, the impugned order has not given any effect and implementing the letter dated 21.09.2017 issued by the Joint Registrar, Villupuram Region, Villupuram, is also decided to retain the 15 fair price shops under the control of Primary Agricultural Co- operative Society.
3. The second respondent viz., the Joint Registrar, Villupuram has issued a letter dated 21.09.2017, which is extracted hereunder as follows:
