JUDGMENT / ORDER

The writ petition is filed by the Tamil Nadu Agricultural Primary Co-Operative Bank all Employees Assosciation represented by its District president. The Writ petitioner has challenged the order passed by the Registrar of Co-operative Societies in proceedings dated 24.4.2003 and the consequential order of the Vellore District Central Co-operative Bank dated 3 13th May 2003. The challenge in the Writ Petition is that the registrar has passed the order restricting the co-operative societies from accepting the term deposits from the members of the society. On reading of the instructions by the Registrar in his proceedings dated 24.4.2003. It is clear that a State high level comittee was constituted and pursuant to the recommendations of the State high level committee, the order was passed imposing certain restrictions with regard to acceptance of Term deposits by the co-operative societies.
The instructions issued by the Registrar pursuant to the recommendations of the state high level committee is the policy decision of the Government. regarding the acceptance of the Term Deposits by the Co-operative Societies in this state. The policy decision is unconnected with the rights of the employees of Co-operative Societies in the present case, nor the writ petitioner assosciation has any locus standi to challenge any policy decision not involving the rights of the employees. The writ petitioner is unable to demonstrate any violation or infringment of their rights regarding the service conditions. Such being the factum of the case, the writ petitioner cannot maintain the relief sought for as such in the writ petition. Accordingly the writ petition deserves no merit consideration and dismissed. No order as to cost. Consequently Miscellenous petition is closed.
