JUDGMENT / ORDER

This Writ petition is filed to direct the second respondent to conduct an enquiry based on the direction issued by the first respondent in Na.Ka.A1/45983/2016, dated 16.11.2016.
2.The case of the petitioner is that he is working as a Secretary of 0.70 Pazhavoor Primary Agricultural Co-operative Bank for the past 23 years. One Kumaresan was elected as President of Pazhavoor Primary Agricultural Co- operative Bank in the year 2013 and thereafter he was insisting the petitioner to sanction the loan for ineligible candidates, since it was refused, the president has vengeance against the petitioner.
3.The learned Counsel for the petitioner submitted that one Chandrasekar, S/o.Periya Nadar, who is a close relative of the President approached to the petitioner in the month of April 2016 for agricultural jewel loan, on the ground that he has cultivating banana in his agricultural land to an extent of 6 Acres. After the field inspection, the petitioner found that he has not cultivated banana. Therefore he refused to sanction the loan.
4.The learned Counsel for the petitioner further submitted that the said Chandrasekar has lodged a false complaint against the petitioner before the Vigilance and Anti Corruption Police, Tirunelveli alleging demand of bribe for sanction of the agricultural loan based on the certificate issued by the third respondent. Therefore the petitioner made a complaint before the first respondent against the third respondent for issuing false certificate in favour of Chandrasekar on 09.11.2016, who in turn directed the second respondent to conduct enquiry by his communication dated 16.11.2016. Since the proceedings are pending, without any progress, the petitioner sent a detailed represented to the second respondent on 14.03.2017.
5.Heard Mr.M.Saravanakumar, learned Counsel appearing for the petitioner, Mr.C.Selvaraj, learned Special Government Pleader appearing for the respondent and perused the materials available on record.
6.In the light of the above facts, without going into the merits of the case, this Court directs the second respondent to consider the representation of the petitioner, dated 14.03.2017 and pass orders on merits and in accordance with law, after providing opportunity to necessary parties within a period of 8 weeks from the date of receipt of a copy of this order.
7.With the above directions, this Writ petition is disposed of. No costs.
