JUDGMENT / ORDER

From the record of the present writ petition, this court finds that the petitioner was transferred to the institution concerned on 31.07.2009. He joined at the transferred place only in February, 2010. For this period of seven months, it has to be determined whether petitioner has actually worked in any institution or not inasmuch there can be no payment of salary for the period during which the petitioner has deliberately absented himself without discharging duties in any institution on the principle of no work no pay.
However, without expressing any final opinion on the issue I am of the opinion that interest of justice will be served in the facts and circumstances of the case by providing that the petitioner may make a representation ventilating all his grievances qua payment of salary before respondent no. 2. On such a representation being made, the respondent no. 2 shall call for records and shall pass a reasoned speaking order preferably within four weeks thereafter both in respect of earlier period involved as well as current salary.
