This petition for writ said to be filed in public interest is before us to have following reliefs:-
"(i) Issue a writ, order or direction in the nature of certiorari quashing the revisional order dated 29.08.2019 (Annexure No. 9) passed by respondent no. 2, Special Secretary, Bhutatva Evam Khanikarm Vibhag, Government of U.P. Lucknow in revision no. 93(R)/BSM/2019, Praveen Kumar Vs. District Magistrate, Sonbhadra, by which the letter intent which has been issued in favour of respondent no. 6 has been rejected.
(ii) Issue a writ, order or direction in the nature of mandamus directing the respondents not to return the security and 1st installment amount Rs. 14,26,41,000/- in favour of the respondent no. 6."
From perusal of the prayer clause itself, it is apparent that the lis is between certain other parties and the petitioner, who, as a matter of fact, is nobody in the lis concerned, has challenged the order of revisional authority. It is also pertinent to note that a prayer has also been made to have direction for respondent to return the security and first installment of Rs. 14,26,41,000/- in favour of respondent no. 6.
We failed to understand that how the present petitioner is concerned with the private transaction between the parties.
The writ petition, on its face, is not a public interest litigation, hence is dismissed.
