JUDGMENT / ORDER

The petitioners who possess Diploma in Health Inspector Course, conducted by the Directorate of Health Service, awarded by the State Government have filed this writ petition for a declaration that the qualification prescribed for the post of Junior Health Inspector Grade-II in Ext.P3 Government order applies even to temporary appointments. They also challenge Exts.P2 and P6 orders whereby additional respondents 3 to 22 were appointed as Junior Health Inspector Grade-II on the ground that they do not possess the qualifications stipulated in Ext.P3. Since the dispute raised in the writ petition relates to the appointment of Junior Health Inspector Grade- II in the Health Services Department of the State, I am of the opinion that the petitioners should move the Kerala Administrative Tribunal. The writ petition is accordingly dismissed, reserving liberty with the petitioners to move the Kerala Administrative Tribunal by instituting appropriate proceedings. The contentions of both sides on the merits are kept open.
