Heard learned counsel for the petitioner and Sri S.C. Upadhyay learned Brief Holder for the State.
The petitioner admittedly retired on 30 June 2015. From the reliefs which are claimed it is evident that they are raised with respect to a period commencing from 02 February 1977 till 14 June 1988. There is no explanation for the evident and inordinate laches. The writ petition is dismissed on this score.
