Dagli, learned advocate for the applicant referred to an agreement to sale between the complainant and Shri Babubhai Chunilal Vanand, who had paid all installment on behalf of the complainant and at the time of execution of the sale-deed, the impugned complaint is filed against the petitioner who is now retired from Gujarat Slum Clearance Board.

2. Issue notice returnable on 10th May 2012. Mr.J. K. Shah, learned APP waives service of notice for the respondent - State. In the meanwhile, ad-interim relief in terms of paragraph No.14(C) is granted.
