The stamp reporter has reported that the present writ petition has been filed beyond time by 1761 days i.e. about five years. There is no explanation on behalf of the petitioner as to why the petitioner has approached this Court after a gap of about five years.
The writ petition is, therefore, dismissed on the ground of laches.
