JUDGMENT / ORDER

1. Petitioner challenges the non-consideration of the application for opening a branch as evidenced in Ext.P2. The application, obviously, was not considered, as evidenced by Ext.P4, due to the objection raised by the additional fourth respondent impleaded herein.
2. The objection raised is not a reason for keeping the matter pending.
The authority would have to look into the application filed, as also the objection and afford a reasonable opportunity to both the applicant and the objector and pass appropriate orders, in accordance with law.
3. Learned Government Pleader submits that, there is a circular, which prohibits such opening of a branch, if the financial condition of the branch is not sound. That, however, would be a matter for W.P.(C)No.902 of 2014 -:2:-
consideration of the authority and merely based on a circular, they cannot keep the application pending. The application would be considered, as directed above, within three months from today.
Writ petition is disposed off.
