There has been a perfunctory disposal of the ceiling case by the Taluk Land Board in the instant case. Large scale exemptions have been granted as private forest, plantations and tenanted holdings. The Taluk Land Board in so doing has merely accepted the reports of the authorised officer.
2. The revision petitioner submits that sufficient opportunity was not extended to object to the reports of the authorised officer. The revision petitioner adds that exemption has been easily granted without any supporting documents. There is no document evidencing the vesting as private forest or the existence of plantation as on 01.04.1964.
3. The revision petitioner also points out that the alleged tenants have not produced documents evidencing tenancy. Whether the tenants have obtained certificates of purchase which are accurate on its face is not decipherable. I do feel that an in-depth probe as regards the actual extent of land liable to be exempted is necessary.

4. I set aside the impugned order and remand the ceiling case to the Taluk Land Board, Mananthavady. The Taluk Land Board shall call for fresh report from the authorised officer and expedite the proceedings. The declarant as well as the other interested parties shall be put on notice and heard. Every endeavour shall be made to pass final orders within a period of six months from the date of receipt of a copy of this order.
The Civil Revision Petition is allowed. No Costs.
