JUDGMENT / ORDER

Ramachandran Nair, J.
The complainant is a devotee of Vaikom Maha Deva temple. The complaint is with regard to the non-conducting of Chathussatham vazhipadu in the temple on 20.04.2013. Based on the complaint, the learned Ombudsman has filed a report as Report No.1/2014. The report of the learned Ombudsman shows that in spite of paying ` 1000/- towards muthalkkoottu, the said vazhipadu was not conducted by the then Administrative Officer. The recommendation made by the learned Ombudsman is to consider whether any further enquiry is required and whether the complaint can be closed in the light of the circumstances narrated in the report.

The report further shows that the crucial date on which the complainant wanted the Vazhipadu to be conducted was during the conduct of another festivals namely Vadakkupurathu pattu and Kodi Archana. It appears that in view of the arrangements which have been made in the temple for conduct of Vadakkupurathu pattu and Kodi Archana, the vazhipadu could not be conducted as sufficient personnel and Santhees were not available.

During the course of hearing of the matter, we were informed by the learned counsel for the petitioner that the petitioner has got a real grievance in the matter as he has been conducting the vazhipadu for a long time. On the last occasion, the learned standing counsel suggested that if the petitioner is willing, he can contact the Administrative Officer and steps will be taken for the conduct of vazhipadu and he need not remit ` 1,000/- again and if he is not ready, the said amount can be refunded.

After contacting the party, it is informed by the learned counsel for the petitioner that the petitioner has come to know that for conducting the vazhipadu he will have to supply certain materials like rice, jaggery etc. even though such materials were provided on the earlier occasion. It is submitted by the learned standing counsel that there is no evidence to show that these materials were supplied on that date. If the petitioner specifically requires the Vazhipadu to be conducted, then he will have to supply these materials, submits the learned standing counsel.
5. The learned counsel for the petitioner submitted that if he has to submit the materials again, he is not interested in conducting the vazhipadu. Therefore, the petitioner will get back the amount of ` 1000/- through the Administrative Officer. No further enquiry is called for in this matter. The amount of `1,000/- will be disbursed to the petitioner by the Devaswom without delay.
D.B.P. is accordingly disposed of.
