JUDGMENT / ORDER

In this petition, the challenge is to the circular dated 12.05.2011 and order dated 2.2.2012.
In my view, the cause of action, if not stale, is at least not that recent, which warrants consideration by vacation bench.
Propriety demands that matter should be considered by the regular bench.
Put up before regular bench as per roster on 11.06.2012.
