JUDGMENT / ORDER

The relief sought for in this writ petition is for a direction to direct the respondents, particularly the third respondent, to sponsor the name of the writ petitioner for an employment opportunity under the respondents 1,2 and 4, by considering the petitioner's representations dated 1.8.2016 and 23.9.2016 respectively.
2. The learned counsel appearing for the writ petitioner made a submission that the writ petitioner is aged about 44 years and unemployed. Further, she is waiting for long years by registering her name in the Employment Exchange concerned. However, she is not receiving any opportunity for public appointment and in this regard, she made representations and the same were to be considered by the respondents.
3. The very claim made out by the writ petitioner in this writ petition is absolutely misconceived. Appointment can never be claimed as a matter of right and no such direction to sponsor the name of the writ petitioner can be considered by this Court in this writ proceedings.
4. Registration of a name in the Employment Exchange is a facility provided by the Government and sponsoring the name of the candidates to be undertaken by the competent authorities in accordance with the registration seniority.
5. In the absence of any violation of seniority, no writ can be entertained. A mere direction to sponsor the name of the candidate, cannot be granted by this Court, based on the representations submitted by the writ petitioner, seeking employment. This Court is of the view that the writ petitioner has not established even a semblance of right, so as to consider the claim for sponsoring her name by the Employment Exchange concerned.
6. In the absence of establishing any such right, no direction can be issued by this Court. Accordingly, the writ petition stands dismissed. However, there shall be no order as to costs.
