JUDGMENT / ORDER

JUDGMENT M. Katju, J.
1.Heard Shri S. K. Garg learned counsel for the petitioner No. 2 and Shri R. C. Sinha for the petitioner No. 1 and learned standing counsel.
2. The petitioners were appointed as teachers in a Primary School in 1991 but they have not been paid full salary inspite of several representations.
3. In this connection, petitioners may make a representation to the respondent No. 1 who will decide the same within two month thereafter in accordance with law by a speaking order. Learned counsel for the petitioners states that services of the petitioner No. 2 Smt. Anita Sharma had been terminated. On 13.8.98 she was again permitted to join and she signed on the attendance register but thereafter her service was again terminated without giving opportunity of hearing on the ground that she had filed a writ petition in the High Court. This fact may also be considered by the respondent while deciding the representation.
4. The writ petition is disposed of finally.
5. Learned counsel for the petitioners has prayed that a direction for issuing certified copy of this order to him within 24 hours may also be issued. Several learned counsel have expressed their grievance that there is often great delay on the part of the office of this Court in supplying certified copies. 1 can not understand why in the modern age when all modern facilities e.g. photo copying machines, printers, computers etc. are available certified copies are not being issued within time. In fact Chapter XL, Rule 30 of the Allahabad High Court Rules mentions that certified copies of interim orders,or bail orders must be supplied that same day or, if that is not possible for some reason, the next day, on payment of thrice the ordinary charges. Rule 29 mention that in case of final judgments certified copies applied for urgently must be supplied latest by the next day. In my opinion these are mandatory rules and must be followed by the Registry.
6. In the circumstances, I direct that certified copies of the orders or judgments by any Judge should be given to the learned counsel in accordance with Chapter XL, Rules 29 and 30.
7. The Registrar of this Court will ensure strict compliance of this order, and take action against the persons in the Registry who do not comply with this order.
8. A certified copy of this order be issued to the learned counsel for the petitioners on payment of usual charges within 24 hours.
