JUDGMENT / ORDER

The petitioner, who was permanently retired from service as Assistant Headmaster by the third respondent on 30.6.2010, has come to this Court belatedly with a huge and unexplained delay of seven long years, by making a representation only on 27.4.2017 for taking legal action against the third and fourth respondents, on the ground that they had delayed his promotion, as a result he was put to mental torture and agony.
2. When the petitioner retired from service on 30.6.2010 from the post of Assistant Headmaster, I do not find any justification for the petitioner to come to this Court with a huge and long delay. Therefore, this Court holds him guilty of laches and accordingly, the writ petition stands dismissed. No costs.
