It appears prima facie that the Government Resolution on which reliance is placed by the respondent No.2, does not admit an inference that the waiting list cannot be operated in respect of department other than the two Departments mentioned therein. Besides this, it is also not clear from the affidavit of respondent No.2 as to whether there is any time limit for maintaining waiting list in operation and on expiry of which the waiting list would automatically expire.

So as to enable respondent to clarify aforesaid two aspects time is granted until 29.3.2012.
