The petitioner has approached the District Collector, Thrissur for levelling the land as per Ext.P2. The petitioner's case is that for the purpose of constructing residential house, she requires to level the land. 2. I am of the view that the petitioner does not require any NOC from the District Collector for levelling the land for constructing a residential building. The petitioner wants to transport ordinary earth from the site covered by the building permit, necessarily, she has to obtain P-forms from the 2nd Respondent. Therefore, petitioner shall approach the 2nd Respondent for issuance of P-forms. The 2nd Respondent, on being satisfied the genuineness of the request based on the building permit, shall issue necessary permit for transporting ordinary earth extracted from the site covered by the building permit. Needful shall be done within a period of ten days from the date of receipt of a copy of this judgment. It is made clear that the petitioner can do levelling works only after obtaining building permit for constructing residential building from local authorities.
The writ petition is disposed of as above.
