Petitioner is directed to implead the Regional Director of Education, Kanpur Region, Kanpur, as respondent no. 5.
Respondent no. 5, Regional Director of Education (Basic), Kanpur Region, Kanpur, shall appear before this Court along with his affidavit indicating as to how and under what authority he can issue orders on telephone only.
Similarly, respondent no. 3, Basic Shiksha Adhikari, Etawah, shall also appear and inform the court as to how the orders issued on telephone can be acted upon by him.
