Heard learned counsel for the parties.
The petitioner is an applicant for the electricity connection. Some terms have been put to him. He has made a prayer for a mandamus that the connection be granted to him.
There is no refusal on the part of the authorities to proceed in accordance with law. It is the petitioner who has not complied with the terms as yet. No cause of action is made out for grant of writ of mandamus.
The writ petition is accordingly dismissed.
