The petitioner approached this court on account of non refund of the amount deposited by the petitioner as per the direction of the 2nd respondent for release of the vehicle under the provisions of Kerala Anti Social Activities (Prevention) Act.
2. In the matter, counter affidavit has been filed by the 2nd respondent. It is stated that as per the proceedings of the District Collector, Malappuram dated 23.11.2012, a refund order has been issued and thereafter communication was sent to the petitioner through registered post on 23.11.2012, 15.2.2013 and 9.4.2013 directing the writ petitioner to appear in person with ID proof and signature authentication certificate from the Village Officer to collect the bill. The petitioner submits that he has not received any notice.

3. In view of the facts and circumstances, the petitioner shall appear before the District Collector, Malappuram on 15.12.2014 along with ID proof and signature authentication certificate from the Village Officer. On production of the above proof, necessary refund shall be released to the petitioner within a period of two weeks.
Writ Petition is disposed of accordingly.
