Heard Sri Kshitij Shailendra, learned counsel for the petitioner and learned Standing Counsel for the State. Perused the record.
Perusal of the record transpires that the present petition is highly barred by the laches, besides, the petitioner has not been able to demonstrate as to why the order passed in the writ petition in the year 1997 has not been brought on record.
We are of the considered opinion that the petitioner may raise his grievance by filing a suit against the Municipality concerned, as per the remedy available to him under the law.
The writ petition is, accordingly, dismissed subject to the above liberty.
