JUDGMENT / ORDER

It is contended on behalf of the petitioner that he possess the essential qualification mentioned in the advertisement. It is stated that he has passed the said examination before the last date of the submission of the form but the certificate was issued in December. It is further submitted by him that it was a simply ministerial act. The petitioner stood qualified before the last date of the submission of the form, Hence he is eligible for consideration.
Learned Counsel for the respondent states that since the petitioner's certificate is after the last date of the submission of form, therefore, he is not eligible.
Supplementary affidavit is taken on record.
Matter needs consideration.
As prayed by Sri Ayank Mishra, learned counsel for the respondent, two weeks time is granted to file counter affidavit. Rejoinder affidavit, if any, may be filed within three days thereafter.
Put up this case in the additional cause list on 12.08.2016.
The appointment, if any, shall abide the result of the writ petition.
