JUDGMENT / ORDER

The above writ petition was filed seeking a direction to conduct the vehicle test and issue fitness certificate. No interim orders were passed. Hence obviously the vehicle has not been plying till date, or the grievance no longer subsists. 2. The objection with respect to renewal of fitness certificate has been explained in the counter affidavit of the State. The vehicle is said to be owned by one Rajesh and the petitioner herein is neither the registered owner nor the financier of the vehicle. The vehicle is also said to be on hypothecation to a financier, the 2nd respondent herein. The mandate under sub section 51 with respect to the vehicles under hire purchase is also not seen complied with. For reason of the petitioner having no locus standi as also for reason WPC.14376/2013 : 2 :
no statutory compliance having been made, the writ petition would stand dismissed.
