This Writ Petition is filed with the grievance that respondent No.4 has not been returning the original SSC and Intermediate marks memos along with the relevant Transfer Certificates submitted at the time of admission in the Engineering Course and in not issuing No Objection Certificate (NOC) to the petitioner to join in another college.

In the light of the above submissions of the learned Counsel, respondent No.4 is directed to return all the originals submitted by the petitioner at the time of joining in the Engineering course in its college. With regard to the NOC, the petitioner is permitted to make a separate application and on compliance with the legal requirements other than paying fees for the balance Engineering course, respondent No.4 shall grant such NOC.
