The petitioner is a dealer in Silica sand/weathered sand (Matti Manal). The petitioner submits that as per the amended Kerala Minor Mineral Concession Rule, 1967, no permit is required to deal with the above articles. Now, as per the amendment vide G.O (P) No.93/2014/ID dated 30.6.2014, permit is required. The petitioner has approached this Court aggrieved by Ext.P6, a stop memo issued by the Village Officer. Ext.P6 is dated 9.7.2014. The petitioner has approached the Geologist for grant of permit by Ext.P5.
2. In view of the pendency of Ext.P5, there shall be a direction to the Geologist to take up the application submitted by the petitioner within four weeks from the date of receipt of a copy of this judgment and pass appropriate W.P.(C). No.18458 of 2014 orders thereon.

Till then, all coercive steps pursuant to Ext.P6 shall be kept in abeyance. However, it is made clear that if the Geologist refused to issue permit, the authorities shall proceed in accordance with law.
This Writ Petition is disposed of as above.
