Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the records in impugned proceedings in Na.Ka.No.5(2)1578/2004-1 dated 17.02.2004 on the file of the first respondent and quash the same and direct the respondents to pay arrears of increment to the petitioner.
