Learned counsel for the petitioner contends that the petitioner has been transferred vide order dated 31.7.2012, Annexure -1. The transfer is against the provisions in government order dated 03.7.2012, Annexure-2.
Issue notice to respondent no.4, returnable in three weeks.
In the meantime, let respondent nos.2 and 3 file counter affidavit.
