JUDGMENT / ORDER

[Order of the Court was made by A.SELVAM, J.] This writ petition has been filed under Article 226 of the Constitution of India praying to direct the respondents to restart functioning of libraries in all Village Panchayats in the State of Tamil Nadu by virtue of G.O.Ms.No.115, dated 11.09.2006 and G.O.Ms.No.177, dated 25.10.2007, by way of issuing a writ of mandamus.
2.The main grievance expressed on the side of the petitioner is that despite of necessary Government Orders, in most of the Village Panchayats all over Tamil Nadu libraries are not functioning. Under the said circumstances, the present writ petition has been filed for getting the relief sought therein.
3.Considering the nature of the relief sought in the writ petition, the learned Special Government Pleader appearing for the respondents has been directed to furnish particulars in respect of total number of libraries all over Tamil Nadu and accordingly he made a representation to the effect that all over Tamil Nadu, totally 12,522 libraries are in existence, wherein only 10447 libraries are functioning and the remaining libraries are kept vacant for want of librarians.
4.Considering the figures given on the side of the respondents, this Court is inclined to pass the following order.
5.In fine, this writ petition is allowed without costs and the respondents are directed to post librarians in libraries where post of librarians are kept vacant within a period of four months.
