Heard Shri Mahipal Singh, learned counsel for the petitioner, learned Standing Counsel for the respondent no.1, Shri Alok Singh holding brief of Shri Ramendra Pratap Singh, learned counsel for the respondent no.2 and Shri Abhishek Srivastava, learned counsel for the respondent no.3.
The petitioner is seeking quashing of the order dated 13.05.2018 whereby the candidature of the petitioner in the selection for the post of Technician Grade-2, (Trainee), Electrical has been rejected on the ground that the petitioner did not possess the requisite certificate of Course on Computer Concepts (CCC). The advertisement for the said post has been filed as Annexure-2 to the writ petition and under the head of eligibility requirement it has been mentioned as Course on Computer Concepts (CCC) or its equivalent course. The last date of the submission of the testimonials alongwith online application form is between 10.09.2014 to 30.09.2014. The petitioner's CCC certificate from the National Institute of Electronics and Information Technology (NIELIT) shows that he has undergone the CCC Course during October, 2015 and his certificate is also dated 19.11.2015 which is more than one year after the last date of the submission of the testimonials. It is therefore, quite clear that the petitioner on the date of the submission of the online application form was not in possession of the CCC certificate.
Learned counsel for the petitioner then submitted that the petitioner has done one year D.S.T. Course from the Skill Computer Centre, which has issued Diploma to that effect. This certificate does not show that it is equivalent to CCC certificate nor does it even mention whether this Skill Computer Centre is authorised to issue such a diploma course nor is there anything on record to show that such a diploma course is even recognised by the State Government or not.
For reasons aforesaid, I do not find any illegality or infirmity in the impugned order dated 13.05.2018.
The writ petition lacks merit and is accordingly dismissed.
