THIS PETITION HAVING BEEN HEARD AND RESERVED, IS COMING ON FOR PRONOUNCEMENT OF ORDER THIS DAY, THE COURT PASSED THE FOLLOWING:
O R D E R The petitioner has sought for a direction to the respondent No.1 to permit change of branch of petitioner who is now studying in III Semester of Civil Engineering to Computer Science and Engineering in respondent No.2 college.
2. The petitioner submits that he has joined R.V.College of Engineering, Bangalore (Autonomous Institution affiliated to VTU) for B.E. in Civil Engineering under Management quota in the year 2018. After completion of his second semester in the month of July 2019, as per the prevailing Rules, he opted for branch transfer from Civil Engineering to Computer Science and Engineering by submitting an application. The same was also accepted by the respondent No.2 College.
However, the respondent No.1 University has not accepted the request of the petitioner for change of branch albeit the petitioner is entitled for the same.

Learned counsel for the respondent No.1 University would submit that in terms of clause (6) of All India Council for Technical Education Guidelines, for effecting the change of course of students in the engineering college in the beginning of the 3rd semester (II year), the petitioner is not entitled for the change as sought for.
4. It is ex-facie apparent that no decision taken by the respondent No.1 University has been communicated to the petitioner assigning reasons either accepting or rejecting the same. In the circumstances, the respondent No.1 University shall consider the application of the petitioner submitted through the respondent No.2 college and take a decision by passing a speaking order and the same shall be communicated to the petitioner in an expedite manner, in any event, not later than two weeks from the date of receipt of certified copy of the order.
Writ petition stands disposed of accordingly.
