JUDGMENT / ORDER

It is the case of the petitioner that some unknown persons are attempting to conduct Manju Virattu in the land belonging to Arulmigu Meenakshi Sundareswarar Thirukoil/Trust, Pattamangalam, Thiruppathur Taluk, Sivagangai District and therefore, the petitioner has given a representation dated 25.03.2017 to the authorities asking them not to grant permission for the event. Thereafter, the petitioner has filed the present writ petition with the above prayer.
2.Today, Mr.M.Krishnan, Special Sub Inspector of Police, is present.
3.Heard the learned counsel for the petitioner and the learned Additional Government Pleader for the respondents.
4.In the considered opinion of this Court, in the absence of the petitioner not even mentioning, who is attempting to conduct Manju Virattu, in the affidavit filed by the petitioner, the mandamus as prayed for cannot be granted. Only when there is a statutory obligation on the part of the administrative authority, a mandamus can be issued asking him to follow the statutory rules and in the absence thereof, no such mandamus can be issued. Hence, this petition is closed.
