Heard learned counsel for the petitioner and the learned Standing Counsel.
On the last occasion this Court had directed the petitioner to file a better affidavit explaining the evident laches. The issue itself had arisen since the order impugned had been passed on 15 February 2012.
Although a supplementary affidavit has been filed today, all that is stated therein is that the petitioner made a representation against the aforesaid order upon coming to know of its passing in the month of September 2012. The subsequent representation stated to have been made do not explain inordinate laches.
Consequently the petition is dismissed on this score.
